Committee: European Union_ European Council Topic: The situation in Ukraine and the Modification of Common Foreign and Security Policy Country: The Kingdom of the Netherlands Delegate: Mo Yusang, Song Ziyu School: Nanjing Foreign Language School Since the situation in Ukraine is severely turbulent, the international community pays great attention to it and it is the very important moment that all member states in EU need to discuss. Common Foreign and Security Policy that plays a crucial role in the issues in Ukraine and other significant events is also put under the modification to satisfy each member states’ interest as much as possible. Nowadays, the situation in Ukraine is at its very difficulty to stabilize. Two camps in the international community with no doubt divide Ukraine into two parts---pro-Russian and pro-European. However, pro-Russian and pro-European camp expand between factions, exacerbated the situation in Ukraine oligarchy and led to widespread public opposition and discontent, which is detrimental to the economy of Netherlands developing collaboration with the east European countries. As the gas supplies of Netherlands are at the tendency of declining, the gas imports of Russia is essential to the energy sources issue. Construction of he pipeline infrastructure linking the former USSR supplies to European markets seemed like a win-win for both parties.Netherlands call on all sides to decrease the tensions immediately through dialogue in full respect of Ukrainian and international law and respect the independence, sovereignty and territorial integrity of Ukraine. Netherlands also insists that no other interventions should be plunged to the issue of Ukrainian domestic affairs. With the introduction of Minsk II, Netherlands undoubtedly advocates the protocol which boosts the process of peaceful talks, urges Ukrainian government troops, Donetsk, Lugansk to cease fire in the buffer zone and vindicates the authority and the effectiveness of the protocol to avoid the collapse of the protocol. Netherlands operates under the beliefs that sanctions upon Russia are absolutely of great necessity in case Russia and eastern Ukraine violate the protocol, but still need to be limited. With regards to the disastrous tragedy of MH-17, Netherlands always hopes the cease-fire on the border from both folk armed forces and Ukrainian government troops and prevents Russia’s interventions to the Ukrainian domestic affairs. On the other hand, however, Netherlands has tradings, business collaboration with Russia and roughly 20% natural gas of Netherlands occupies the exports of Russia. In that case, sanctions need to be limited to the secondary sanction, eliminating the loss of national economy into the lowest rate and the negative influence to Netherlands. Netherlands advocates the secondary sanction specific to individuals and enterprises. Due to the tense situation in Ukraine, it arouses the issue of the eastward expansion of EU. Netherlands will not reject any eastern European countries to join EU, as the cooperation with these countries might be much closer which benefits the national economy in Netherlands, but Netherlands does not encourage the eastward expansion for the prompt expansion of EU will inevitably raise some uncertainties or unnecessary trouble with some other countries, which is what Netherlands would not like to see. To unveil the solutions to all these international issues, Common Foreign and Security Policy is essential to the introduction of them. The low efficiency of the CFSP is thrilled to resolve in
order to better respond the problems. With regardless of somehow low efficiency fact of the CFSP systems, Netherlands strongly believes that modifications should be taken into consideration. Netherlands suggests that flexible and uncertain factors in voting procedures should be limited ,which means member states participate votes cannot choose ‘abstain’ as an option if they have interest in the following policy making or adjusting process. Every country should state its position towards a certain issue by simply agree or disagree with this issue to be modified. If a state takes ‘abstain’ in unanimity, it cannot be considered as a qualified voter in the QMV procedure. In order to strengthen the European Union’s military independence, Netherlands believes that strengthening military implementation capacity of the CFSP is also a vital method to the modification of it. One of the objectives of CFSP is to safeguard the common values, fundamental interests, independence and integrity of the Union in conformity with the principles of the United Nations Charter, which indicates that Europe should unify together to develop its union power without any interventions from other countries. Netherlands calls for member states that the military implementation capacity of the CFSP should be strengthened to ensure the military independence of EU and transfer the military power of EU in NATO to CFSP. Netherlands is always devoted to the perpetual peace in Europe and will never give in when the invasion severely strikes the interests of Netherlands.
